Abstract

Changes in the Bamiléké agricultural sector (West Cameroon) have been very important since the mid

80s, marked by a fall in the prices of coffee, by then the main production of the Bamiléké region, and next by the

economic crises in Cameroon.

In this thesis, the concept of dispositive (Foucault, Moisdon, Maugeri, RIDT-INRA) is the main tool for

the analysis of this agricultural sector. A dispositive is a heterogeneous whole that is made up of human,

material, non human and immaterial components which are linked to one another and interact with one another

and with external factors of the dispositive and these processes leading to observable changes.

This research in the Bamiléké country enables us to distinguish and study four types of dispositive : that

of traders, NGOs, the state and the UCCAO (Central Union of Agricultural Cooperatives of West Cameroon).

Those four do not cooperate amongst themselves and are often structured into chains from the regional level to

the level of the farmers and are also dependent on actors at national and international levels. As such,

dispositives organized by agricultural input traders each include an international agrochemical firm, a

cameroonian importer, wholesalers, retailers and small local hawkers or retailers. The intermediation

dispositives, be it NGOs or by the state (through the services of the Ministry of Agriculture and national

projects/programmes), go from international donors to common initiative groups (CIG) and their members.

UCCAO used to collect/collects for export through its divisional cooperatives and local warehouses.

These dispositives are highly influenced by foreign donors (those of the state and those of NGOs), they

are also selection and constraint dispositives and offer funding, equipment and other types of support. These

concern only a limited number of farmers through their peasant organizations and the search for international

funding is a principal determinant of the strategies of the actors involved. The set ups promoted by input traders

are tools for market expansion and diffusion of technical advice to their customer farmers. They reach out to a

large number of farmers and have the particularity that they are very close to individual farmers. However, the

logic of profit and competition often influences the advice that is given.
