Abstract

The main aim of the thesis is to provide an analysis of the local impacts of a community forestry management scheme implemented in Mali: the rural wood markets.

Following an intellectual reframing of the system, which was designed to ensure the woodfuel supply of the largest cities of the country, in the wake of a reform of the forest sector and the completion of the political decentralization, its sanitary and environmental outcomes are briefly exposed. Based on a case study of a municipality of the outskirts of Bamako (the Zan Coulibaly commune), the deep changes that are triggered by the markets —viewed through institutional settings, wood harvesting practices and territorial disputes— justify an in-depth methodological analysis on the explanation of contested settings of common-property resource management.

The proposed analytical framework takes into account the routine practices of actors, the actual functioning of woodfuel & charcoal commodity chains, as well as the local institutional dynamics. Drawing on the “commons” literature, the “entitlement” analysis introduced by Amartya Sen and the structuration theory of Anthony Giddens, it allows to reconsider the impacts of wood markets along the following lines of inquiry: (i) “domestic”, the determiners of wood harvesting in markets and their direct economical impact; (ii) “local”, the spatial and territorial outcomes of their functioning ; “political”, the broader governance stakes that they raise.
