Abstract

According to the comprehensive transportation surveys of the Parisian region, the average travel speed has been increased in the recent years, which becomes one of the key indicators for the urban mobility growth. However, the speed increase reduces neither the average travel time nor the speed gaps between different transportation modes. Instead, the travel distance has extended pro rata, and the speed gaps have become larger. Closely related to the two dominating phenomena of the ongoing urbanization - the motorization and the urban sprawl, such trend of the travel speed could be used to explain the urban spatial and socio-economic development. Based on a thorough analysis of the trends of the urban mobility in European cities, the focus of this study is to find out how the travel speed control will affect the organization of the urban space. By questioning the principles and the approaches of existing speed control regulations, the author concluded that the current speed-limit approaches had little impact on the average travel speed, although it was effective in reducing the runnmg speed on the road. The failure of the public control on the urban travel speed explains the weakness of urban planning in guiding the development of contemporary city. ln the context of the urban planning revival, launched in several European couritries at the end of 1990s, this study attempts to promote some new experiences of urban planning that have explicitly ta ken the travel speed control as a regulation tool for urban space development. The analyses indicated that the travel speed control helps to clarify the problems of urban development and to set up the objectives of urban planning. It was recommended to integrate speed control into the urban governance devices as a new regulation tool. The detailed integration and implementation approaches were also presented in this paper.
