Abstract
This dissertation studies the effectiveness of emissions standards to deal with transboundary pollutions problems across two countries. We consider two types of standard commonly used in international environmental agreements: uniform and differentiated standards. This theoretical analysis is complemented by an empirical evaluation of the major problem of water pollution in the Black sea.
From a positive point of view, we show that if countries are heterogeneous but side payments are possible, then uniform standards may be optimal. Moreover, from a normative point of view, whenever countries are able to commit, uniform standards may be preferable as they create higher incentives for firms to undertake investments in costly abatement technology. This result relies on the set-up cost of this technology. The empirical part of our analysis is based on a dynamic optimization model. This model al us to compare different international institutional arrangements, among them uniform and differentiated standards.
