Abstract
The European population is mostly urban, and Europeans have clearly stated their will for a better quality of living in cities.
When other sources of pollution are under control, storm water pollution is the principal source of pollution in urban areas. At the same time, urban floods due to run-off have become more and more important because of the growing proportion of impervious surfaces in urban catchments areas.
Best Management Practices (BMPs) can provide solutions to these technical problems (water quality, quality of living, water resources, urban flooding), but they require a paradigm shift, from the "sanitary" paradigm to a "source control" paradigm. This also means organisational changes. Storm water management becomes a "public" affaire with open-air installations. BMPs implementation depends on many other factors than just technical factors. Our study had the objective of analysing and comparing urban storm water management and Best Management Practices implementation in seven European countries (Sweden, Denmark, the Netherlands, Germany, France, the United Kingdom, Greece): the context (relations between other political and technical sectors), the organisation, and the policy instruments used. The chosen countries share a common technical history and have a similar urban legacy. They are all members of the European Union whose political aim is the technical and organisational harmonisation, of water management. Our research revealed the determining factors for the successful implementation of Best Management Practices. Proposals are made for the promotion of Best Management Practices in Europe
