Abstract

To fulfill their coordination role in the labor contract relationship, firms need a flow of HR information which, in the current technological, regulatory and competitive environment, leads to the supply of specialized IT products. These products, that we call HRM solutions, are bundles of software packages and complementary services. This supply defines an industry composed of 4 types of firms, results of the evolution of industrial organisation models appears along the history of computer and software industry. The two most different types are, on one hand independant software vendors, which primarily sell software packages they produce along with a part of the complementary services, and one the other hand suppliers of HRM service bureau, whose revenue comes mainly from the sales of services of partial HRM processes outsourcing. Besides these two opposed ideal-types, we identified two intermediary types.
Lock-in effects due to IT and standards wars in the ERP industry make ERP software producers strategic leaders of the HRM solutions industry. The coopetition strategies of the software producers, the dynamic barrier to entry created by the labour regulation and the innovation process of HRM service bureau make us foresee the industry will converge towards only 2 types of firms: ERP software producers and suppliers of HRM service bureau that won't produce software any longer, both partners vertically related.
