Abstract
This thesis examines the new organisation actors of the drinking water actors to face the needs of the Federal District of Mexico during the period 1992—2003. Owing to the dysfunctions of this service, the authorities decided to open an international bid in 1992 to improve the management of the drinking water service. Thus, the Territory of the Federal District was divided into zones, every one entrusted by a contract with different firms.
To what extend the participation of private enterprises modified the water management considering the characteristics of this experience: reorganization of the service, contract by stages, two models of administration (English and French) tried and tested, partnership between national and foreign enterprises? How this service was defined after this experience?
These questions are analysed the national and local context, the reorganization of the service, the progress of the contract and its results.
